• Rules & Card: Knows the foundational rules well, can pick a target hand quickly from the cards, and handles the Charleston (in American Mahjong) with moderate ease.
• Pacing & Decisions: Maintains a steady, medium pace of play; makes quick decisions on whether to call or pass on discarded tiles. 
• Strategy: Begins to incorporate defensive play by watching discards, recognizing dangerous tiles, and occasionally shifting strategies if their primary hand is blocked.
